ARTICLE I
The Citizens Militia of Mississippi is a Limited Liability Corporation made up of law abiding individuals who desire to work with each other to educate and inform the citizens of Mississippi.
ARTICLE II
The history of the American Militia is long and celebrated. Throughout the early years of our nation, it was the determination and conviction of the Militia which assured America’s survival as a sovereign nation. With tremendous foresight, America’s Founding Fathers adopted specific measures to ensure the survival of America by way of support from the Militia, and why Congress addressed specific measures and took particular steps to uphold the tradition of Americans' Right (and obligation) To Keep and Bear Arms.
The following are just a few state and federal laws which not only support, but demand the existence of The Militia:
- Second Amendment to the United States Constitution
- The Dick Act of 1903
- U.S. Code Title 10, SEC. 311
In recent years the proud name of the militia has been repeatedly targeted by members of the Progressive Movement and self-serving individuals who seek to tarnish and pervert the meaning, and honorable tradition of the Militia. It is our goal to restore the good name of America's Militia by educating the public and by true and honorable conduct of our members.
ARTICLE III
OATH
I,________, do solemnly swear that I will support and defend the Constitution of The United States of America and The Constitution of The State of Mississippi against all enemies, foreign and domestic and that I will bear true faith and allegiance to the same. So Help Me God.
ARTICLE IV
PURPOSE
1) To recruit and train a civlian force to act as a Militia as defined by the United States Constitution and the Constitution of the state of Mississippi.
2) To educate said Militia on their rights, liberties, repsonsibilities, and duties as put forth in Constitutions of the U.S. and the State of Mississippi.
3) To safeguard the rights and priviledges guaranteed citizens in U.S. and Mississippi Constitutions.
4) To assist in the organization of community groups with the goal of citizens working together to improve respective communities.
5) To assist state, county, and local authorities upon repuest.
6) To train and prepare communities to utuilize local resources for natural or man-made disasters.
7) To establish, maintain, and operate a training facility for use by militia members and local law enforcement.
8) To provide needed supplies and equipment to local law enforcement that cannot be provided by the state, county and local governments due to budget restraints.
ARTICLE V
MEMBERSHIP
SEC. 5.01
Any citizen of the United States and a resident of the State of Mississippi 18 years or older, who shares the philosophical values and morals of CMM, is eligible for membership without regard to race, gender, or ethnic background.
SEC 5.02
There are 5 levels of membership:
ACTIVE MEMBER (Level 1)– Requires submitting to background check, paying monthly or yearly dues and consistently participate in meetings, training, and/or any other CMM events.
(Level 2) - Requires submitting to background check, paying monthly or yearly dues and consistently participate in meetings, training, and/or any other CMM events with the exception of firearms training.
CMM SUPPORTER (Level 3) - Requires submitting to background check and paying monthly or yearly dues. May attend all CMM events with the exception of training events. Will have access to all forms of CMM social media but will be excluded from training events. This level of membership is reserved for those persons who want to be members but whom, for reasons of physical limitations or time constraints, cannot make the necessary commitment to be active members.
Jr MEMBERS (Level 4) – Persons 17 and under who are allowed to participate in training events with a waiver signed by parents. Parents must escort juvenile during training.
OFFICIAL MEMBER (Level 5) - Simply a member who supports the causes and programs of CMM. These members will receive the CMM monthly newsletter but will not be eligible to attend training events and will not be required to pay dues.
SEC 5.03
Dues in the following amounts are required of active and support members:
$10 per month for individuals ($15 for married couple)
$100 per year for individual ($150 for married couple)
$500 for lifetiime membership
SEC 5.04
The definition of "consistently participate" will be at the discretion of the Chapter Commander and the Board of Directors.
SEC 5.05
All militia members will be required to provide information about themselves in order to best utilize their experience and background. Information provided will be kept confidential and will be used only for the functioning of CMM. New members will be informed that a background check will be conducted to verify their identity and insure the applicant has no criminal history.
ARTICLE VI
OPERATIONS
SEC 6.01
The CMM is organized as an LLC. However, it is structured as a military unit. The Command Staff will function as the Board of Directors as follows:
COMMANDER – Chairman of the Board
EXECUTIVE OFFICER – Vice Chairman
OPERATIONS OFFICER – Chief Operating Officer
INTELLIGENCE OFFICER – Board Member
TRAINING OFFICER – Board Member
POLITICAL ADVISOR – Board Member
COMMAND SERGEANT MAJOR – Board Member
REGIONAL COMMANDERS - Board Members
SEC 6.02
Other individuals including, but not limited to, Company Commanders may be appointed to the Board by the Commander of CMM and approved by a majority of the Board
SEC 6.03
Board meetings will be conducted as a round table discussioin. All board members must respect the other members during discussions. The Chairman WILL maintain order throughout.
SEC 6.04
Board members serve as such due to the position they hold. Therefore, if a board member is removed from said position, he/she will relinquish their seat on the Board by default.
ARTICLE VII
MEETINGS
SEC 7.01
Regular monthly meetings will be held at a time and place to be announced not later than 7 days prior to said meeting. These meetings are open to the public.
SEC 7.02
At least one training event will be held each month. Training events are NOT open to the public. Non members (prospective members) will be allowed only with advanced written permission from CMM Commander.
ARTICLE VIII
FINANCE
SEC 8.01
TREASURER – The CMM Operations Officer will act as the TREASURER for CMM. Each Company will have their own respective Treasurer selected by the Company Commander and approved by a majority vote of the Chapter membership.
SEC 8.02
The CMM Operations Officer will directly control all financial issues within CMM.
SEC 8.03
Each Company will relinquish 100% of their gross monthly income to CM Command element for the purpose of funding the overall organization.
SEC 8.04
Company Commanders must submit in writing a monthly budget (one month in advance) to the CMM Operations Officer. Any monies needed over and above the budget plan must be requested, in writing, from the CMM Operations Officer.
SEC 8.05
Company level treasurers will be required to submit a detailed financial statement to the CMM Operations Officer monthly.
ARTICLE IX
CHARTER GROUPS
SEC 9.01
All charter groups will be known as a “Company”. Designation will be determined strictly by the number of members.
SEC 9.02
All Companies will be subject to orders and directives of the CMM Commander, the CMM Board of Directors, and these bylaws.
SEC 9.03
All charter group members MUST receive approval by the Command Staff of CMM.
SEC 9.04
CMM reserves the right to dissolve charter groups at any time at the discretion of the CMM Commander and the Board of Directors.
SEC 9.05
Only Active Members, in good standing, will be eligible to become Officers.
SEC 9.06
Chapter Commanders will be selected by the Command Staff. Chapter Treasurers and Chapter Secretaries will be elected by the Chapter membership.
ARTICLE X
EVENTS
SEC 10.01
At the beginning and end of any event that CMM merchandise will be on sale, all proper forms must be completed and turned into Command element present.
SEC 10.02
The Chapter from the county in which the event is taking place will have the first opportunity to represent CMM.
SEC 10.03
If the Chapter from that county delclines, then the CMM Board will present other Chapters with the opportunity.
SEC 10.04
All members must remember that the public image of CMM will be the image that each member puts forth. Therefore, while working an event, all members must present a neat and professional appearance, remaining in the uniform of the day until relieved of duty.
ARTICLE Xi
DISCIPLINE
SEC 11.01
Under any circumstances whatsoever, illegal and/or immoral and/or unethical behavior WILL NOT BE TOLERATED. Any behavior judged to be detrimental to CMM will result in immediate and permanent termination of membership.
ARTICLE XIi
MERCHANDISE
SEC 12.01
All CMM merchandise must be purchased from the CMM Command Staff.
SEC 12.02
In order to keep uniformity throughout the Organization, all merchandise prices will be set by the CMM Board of Directors.
SEC 12.03
All Chapter supply personnel will be required to maintain an inventory of CMM merchandise on hand and turn an Inventory list in with the monthly paperwork each month.
ARTICLE Xiii
AMENDMENTS
Any and all amendments or alterations to this document requires two-thirds (2/3) majority vote by the CMM Board of Directors.
ARTICLE XIV
CORE VALUES
